Barriers to Public Participation in Delegating to Council (Presentation to Niagara Region Procedural By-Law Review Committee)


In 2024 I presented to the #Niagara Region procedural by-law review committee about the barriers that make it nearly impossible for people to delegate at their meetings and how it doesn't need to be this way.

These committee meetings are not livestreamed so I re-recorded my presentation. No Councillor moved to propose any of these ideas, although the committee chair is not allowed to make motions.

Incidentally this is the same committee meeting where all Councillors rejected Chair Jim Bradley's idea of banning all signs at Council meetings. Later when staff proposed the same idea (as a "best practice") almost all the Councillors jumped on board. Then when they were forced to admit that this was illegal Councillor Laura Ip, who was at this committee meeting, pretended that she was against this all along despite saying nothing in the interim and being the one who started the ball rolling of these illegal bans.
